Section 3-2-52 makes it unlawful in the City of Pueblo for any person to possess fireworks, or to offer for sale, expose for sale, sell, or possess with intent to sell, use or explode fireworks. The ban covers firecrackers, bottle rockets, Roman candles and similar devices as defined in Section 3-2-51. A narrow class of items the code excludes from the fireworks definition, such as sparklers, toy caps and novelty smoke devices, may be sold under a City permit, but only in the seven days before July 4 and used only between 7:00 a.m. and midnight on July 4 itself, per Section 3-2-53.
