Under Zoning Code §2.04.388, applications for an ADU and/or JADU are subject to ministerial building permit review and approval within 60 days of submittal of a complete application, consistent with California Gov. Code §65852.2(b). If submitted with a discretionary application, the building permit is not issued until the discretionary approval is final and any appeal period has passed. ADU permits are issued separately from any other work on the main dwelling. Applicants submit through the City of San Leandro Building Division (Community Development Department). A new, separate address is required for the ADU. Permit fees follow the City's Adopted Master Fee Schedule (FY 2025-2026), which itemizes Building Division plan check and inspection fees by valuation.
