Because carports are open covered parking rather than enclosed habitable space, they are not treated as ADUs; however, on multifamily sites, existing carports and covered parking may be converted to ADUs under Chapter 17.21.
Installing a fabric or prefabricated metal carport, placing a canopy in a setback or over a driveway, or building covered parking that is not screened or drains onto a neighbor violates the Chapter 17.20 standards and is enforced by Hawthorne Code Enforcement with orders to correct or remove the structure.
