Because Hawthorne's underlying ADU ordinance dates to 2020, HCD has advised the city that newer state rules now govern; applicants should confirm current parking, owner-occupancy, and fee provisions with the Planning Division. Garage conversions that create rentable living space are processed as ADUs/JADUs, not as ordinary accessory structures under Section 17.20.160.
Converting a garage to habitable space without a building permit is a code violation under the Hawthorne building and zoning codes, subject to stop-work orders, administrative citations, and orders to permit the work or restore the garage.
