Garage conversion rules in Apple Valley, CA โ sometimes called garage-to-ADU or accessory living unit conversions โ govern permits, ceiling height, egress, and parking replacement.
Apple Valley allows an attached garage, storage area, or other non-habitable structure to be converted into an accessory dwelling unit under Development Code Section 9.29.120. When a garage is converted to an ADU, the lost off-street parking does not have to be replaced, and no setback is required for a structure kept to its existing footprint.
The Town of Apple Valley addresses garage conversions primarily through its ADU rules in Development Code Section 9.29.120 (Ordinance No. 530). The code expressly allows an accessory dwelling unit to be converted from an existing accessory structure, attached garage, storage area, or other similar non-habitable structure on the same lot as a single-family residence. When a garage, carport, or covered parking structure is demolished in connection with building an ADU, or is converted into an ADU, those off-street parking spaces do not need to be replaced. The code also provides that no setback is required for an existing accessory structure (or a structure rebuilt in the same location and to the same dimensions) that is converted to an ADU, and the conversion may include an expansion of up to 150 sq ft solely to accommodate ingress and egress. An attached ADU created from garage space must have a separate exterior entrance that is not on the same elevation as the primary dwelling's entrance. A converted garage used as living space loses its status as required parking, so owners should confirm how remaining on-site parking and driveway access are affected. A building permit and compliance with Building and Fire Codes are required for any conversion. Converting a garage to ordinary (non-ADU) habitable living space is governed by the general accessory-structure and residential standards and also requires a building permit.
Converting a garage without a building permit, or creating an unpermitted dwelling, can trigger stop-work orders, code enforcement, and orders to legalize or restore the space. ADU conversions must still meet Building and Fire Code requirements.
