Apple Valley does not. The ban is codified under AVFPD Ordinance 56, Section 4. Citations are issued administratively, either delivered in person to a violator who is present, or mailed by certified mail to the property owner of record listed with the San Bernardino County Tax Assessor (a 'contactless' citation). A cited party may appeal under Ordinance 56, Section 7 through a third-party hearing consultant identified on the citation itself; appeals are handled by the Fire District, not county courts. The District encourages residents to report illegal fireworks. Because dangerous fireworks remain a state crime under HSC 12500 et seq., possession or use can also carry state penalties independent of the local administrative citation.
