Garage conversion rules in Chester County, PA โ sometimes called garage-to-ADU or accessory living unit conversions โ govern permits, ceiling height, egress, and parking replacement.
Chester County does not regulate garage conversions. Converting a garage to living space requires a building permit and zoning compliance from your borough or township, plus adherence to the Pennsylvania Uniform Construction Code.
Turning a garage into a bedroom, apartment, or office is both a zoning question and a building-code question, and neither is handled by the county. Your municipality's zoning ordinance (adopted under the PA MPC, 53 P.S. ยง10101 et seq.) decides whether the new use is allowed and whether required off-street parking is preserved. Construction must also meet the Pennsylvania Uniform Construction Code (34 Pa. Code Ch. 401โ405), enforced through your municipal building code official. If the conversion creates a separate dwelling unit, it may be treated as an ADU with additional restrictions.
An unpermitted conversion violates both municipal zoning and the Uniform Construction Code; penalties include stop-work orders, orders to restore the garage, and fines assessed by the township.
