North Richland Hills treats tiny homes under three separate frameworks. Tiny houses on wheels certified as recreational vehicles under ANSI A119.5 or as park-model RVs are classified as RVs under NRH zoning and cannot be used as primary dwellings on single-family lots. They are allowed only in licensed RV parks or MH parks, and residents may not occupy them on private lots for longer than the short-term guest window (typically 14 days in 12 months). HUD-code manufactured homes are allowed only in MH districts and cannot replace site-built housing in conventional subdivisions. Permanent site-built tiny houses on foundations are permitted in standard R districts but must meet the district minimum dwelling size, which in R-1 is typically 1,800 to 2,000 square feet, in R-2 roughly 1,500 square feet, and in R-3 about 1,200 square feet. Only narrow PD districts or Town Center infill projects approved through council rezoning allow substantially smaller residential units. All site-built tiny homes must be built to the adopted 2021 IRC, have a permanent foundation, connect to city water and sewer, and pass all standard inspections. Tiny homes on wheels are not a shortcut around these rules.
