North Richland Hills prohibits livestock and poultry in most residential zones. Fowl and hoofed animals are allowed only on Agricultural (AG) zoned lots of at least one acre with setbacks.
North Richland Hills Code of Ordinances Chapter 14 (Animals) and the Zoning Ordinance prohibit chickens, roosters, goats, pigs, horses, and other livestock in standard single-family (R-1, R-2, R-3) and multifamily residential districts. Only Agricultural (AG) zoned properties of at least one acre may keep livestock and fowl, and structures must sit at least 100 feet from the nearest neighboring dwelling. Almost all of North Richland Hills is zoned residential or commercial, so backyard chickens are effectively banned citywide, unlike neighboring Fort Worth or Haltom City which allow limited hens. Roosters are always prohibited due to noise nuisance. Texas Agriculture Code Chapter 131 regulates apiary and livestock health but does not override local zoning. Exotic fowl like peacocks are also banned. Existing legal nonconforming livestock operations may continue but cannot expand. NRH Animal Services at (817) 427-6570 handles enforcement, and violations are Class C misdemeanors up to 500 dollars.
