North Richland Hills Code of Ordinances Chapter 14 requires every dog, cat, or other domestic animal to be restrained by a leash no longer than eight feet when off the owner's enclosed property. This covers all city streets, sidewalks, public parks including Green Valley Park and Linda Spurlock Park, open trails, and school grounds. The only off-leash area in the city is the fenced NRH Dog Park located within Northfield Park at 8000 Glenview Drive, which has separate small-dog and large-dog sections with posted rules. Invisible fences do not satisfy the leash requirement when the dog is off the owner's lot. Texas Health and Safety Code 822 provides additional authority to impound and destroy dogs that attack people off-leash. First offense fines start at around 200 dollars, climbing to 500 dollars for repeat violations. NRH Animal Services at (817) 427-6570 investigates reports of loose dogs.
