Kane County has no ordinance section titled "hoarding," but hoarding is enforced through its humane-care and cruelty provisions. Owners must provide food, water, shelter, and vet care (§ 23); neglect or abuse (§ 24) can trigger notice, impoundment, and prosecution.
The county Animal Control Ordinance addresses hoarding through animal-welfare enforcement. Section 23 requires each owner to provide every animal with sufficient wholesome food and water, adequate shelter, veterinary care to prevent suffering, and humane treatment. Section 24 prohibits cruelly treating, tormenting, starving, or abandoning any animal. On a complaint, a Department or humane investigator may enter the premises (not a residence, absent a warrant) to investigate (§ 43); a violator gets up to 48 hours to correct conditions before the Illinois Department of Agriculture may authorize impoundment (§ 44). Serious cases also implicate the Illinois Humane Care for Animals Act. Impounded animals become subject to a care lien (§ 45).
