Unincorporated Yavapai County does not regulate hive numbers, setbacks, or apiary placement. Beekeepers fall under state oversight through ARS Title 3, Chapter 15, which requires any person owning one or more colonies to register annually with the Arizona Department of Agriculture (ADA) and pay the statutory fee. Hives must be marked with the owner's registration number. The ADA also enforces movement and disease-inspection rules to control Africanized bees and brood disease. Hobby beekeeping on rural acreage is otherwise unregulated by the county, though civil-nuisance claims remain available if hives create a hazard. Incorporated towns (Prescott, Prescott Valley, Sedona) may impose their own setback rules.
Failure to register with ADA is a petty offense under ARS 3-2625 with civil penalties. Civil nuisance claims for unsafe hives are handled in Yavapai County Superior Court.
