Colusa County's animal code contains no breed-specific or pit-bull ban. No "vicious" or "dangerous dog" breed provision appears in Chapter 3 or the Zoning Code. California law also bars any dog program that is specific as to breed, except for spay/neuter requirements.
Colusa County Code Chapter 3 (Animals and Fowl) regulates dogs through leashing (Section 3-7), at-large injury (Section 3-8), licensing, and rabies control, but contains no breed-specific legislation and no separate "vicious" or "dangerous dog" classification keyed to breed. The Zoning Code, Chapter 44, likewise contains no breed restriction. At the state level, California Food and Agricultural Code Section 31683 provides that no program regulating any dog may be specific as to breed, with a narrow exception (under Health and Safety Code Section 122331) permitting breed-specific spay, neuter, and breeding requirements. As a result, a Colusa County resident is not barred from owning any particular breed, and any future county regulation declaring a dog potentially dangerous or vicious must apply equally to all breeds.
There is no breed ban to violate. A dog of any breed that runs at large and injures a person or domestic animal subjects its owner to misdemeanor or infraction liability under Section 3-8, plus any applicable state criminal liability.
