Colusa County is agricultural and allows commercial animals by right in all agricultural zones. In residential and transitional zones, keeping is capped by an "animal density points" system: chicken hens count one point each, and a 6,000-square-foot lot allows four points, scaling up with parcel size.
Animal keeping in unincorporated Colusa County is set by the Zoning Code, Chapter 44, Section 44-4.110, which applies to residential and transitional zones (R-1, R-2, R-3, R-4, A-T, U-T, MU, and RSC). Keeping and raising commercial animals is allowed by right in all agricultural zones and is not subject to these limits. In residential zones, Section 44-4.110.020 sets density by "animal density points": no animals may be kept on parcels under 6,000 square feet; a 6,000-square-foot parcel allows 4 points, 0.5 acre 7 points, 1 acre 10 points, 2 acres 24 points, scaling to 80 points at 6 acres plus 25 per additional acre. Per Table 44-4.110-2, fowl including ducks, chicken hens, and female turkeys count 1 point each; small animals like rabbits 1 point; sheep, goats, and alpacas 8 points; horses 15 points; and beef cattle 20 points. Roosters, geese, peacocks, and male turkeys are not allowed in R-1 through R-4 zones and are only permitted in R-R, U-T, and A-T zones on parcels larger than five acres. Section 44-4.110.030 requires fencing, a roofed shelter, no roofed enclosure within 25 feet of a neighboring dwelling, and roosters, geese, and peacocks kept at least 100 feet from any neighboring dwelling.
Keeping animals above the allotted density points, or roosters in a prohibited zone, requires an administrative permit or violates Section 44-4.110 and is enforced as a zoning violation by Planning and Building.
