Avondale, AZ Animal Ordinances: Cat Rules (2026)

Cats are treated much more lightly than dogs under Arizona and Avondale law. The state's mandatory licensing and rabies-tag requirements in A.R.S. 11-1008 and 11-1012, and the public-park/school leash requirement, apply specifically to dogs - there is no statewide cat license, cat leash law, or cat-at-large statute equivalent. Avondale's Animal Control Division still encourages all pet owners, including cat owners, to vaccinate and to spay or neuter their pets, and provides general animal-control services seven days a week during business hours. Cats remain subject to the general provisions of City Code Chapter 3 (Animals and Fowl) - for example nuisance, sanitation, and animal-noise rules - and to the statewide animal-cruelty statute (A.R.S. 13-2910), which prohibits cruel neglect and failure to provide necessary food, water, shelter, or medical care to any animal, including cats. Free-roaming and feral cats are generally handled through Maricopa County Animal Care and Control and area shelters/TNR programs rather than a city cat-leash ordinance.
