There is no cat-license or cat-leash penalty in Avondale. A cat owner can still face enforcement for animal nuisance or sanitation problems under City Code Chapter 3, and for neglect or cruelty under A.R.S. 13-2910, which carries misdemeanor to felony classifications depending on the conduct.
