Avondale's Property Maintenance Ordinance does not set a single numeric grass-height limit. Unlike some Arizona cities that cap lawn grass at a fixed height, Avondale uses a condition-based standard in Chapter 14, the Property Maintenance Ordinance. Section 14-170(h) states that no person owning or occupying property fronting a street, alleyway or public place shall allow grass or weeds 'characterized as uncultivated, unmaintained or overgrown,' including the area between the property line and the street, when those conditions create a blighted condition, may harbor infestations, or are likely to become a hazard to public health or safety. Section 14-50 defines a 'weed' broadly to include sagebrush, tumbleweed, ragweed, pigweed and dry grass, stubble or brush that may endanger public health or safety, plus anything classified as a noxious weed under state statutes. Because the rule is tied to blight, infestation and fire hazard rather than a measured height, Code Compliance evaluates each property's overall condition rather than measuring blades of grass. Parcels with existing undisturbed natural desert vegetation are exempt from related landscaping-material requirements.
Code Compliance issues a notice of violation under Chapter 14; unresolved violations may lead to civil citations, civil penalties, or abatement of the overgrowth at the owner's expense (sections 14-80 through 14-140).
