The City of Avondale collects residential trash weekly and recycling weekly through an automated, city-run program under City Code Chapter 11 (Solid Waste Code). Collection days are set by the Public Works Director and posted on the city website; residents look up their day by address. Section 11-7 and Section 11-13 require containers to be placed in the proper location by 5:00 a.m. on the designated collection day - carts set out late are not serviced. Carts may be set out after 5:00 p.m. the evening before collection and must be removed from the collection location by 5:00 a.m. the day after. All residential solid waste must be bagged and securely tied to exclude flies and pests; grass clippings and small yard clippings must also be bagged. Lids must be entirely closed, sharp items (glass, cacti) must be contained to prevent injury, and the contents of a container may weigh no more than 250 pounds. Crews are allowed only one inversion of the cart per collection day and are not required to remove anything left after that.
Improperly prepared materials (wrong time, place or container) may not be collected and can incur a fee. General Solid Waste Code violations carry a $250 civil penalty per violation under Section 11-22, with criminal exposure up to a Class 1 misdemeanor ($2,500 / 6 months) under Section 11-21.
