Section 10-3-1 of the Goodyear City Code, part of Article 10-3 (Preparation, Collection of Refuse), governs how residents must ready refuse before it goes out for pickup. All refuse must be prepared according to its type and placed in the correct City-issued container. Anything with a cutting edge, glass, cacti trimmings and similar sharp material, has to be securely contained so no point or edge is exposed to collection crews. Pet waste counts as domestic animal refuse and must be bagged and placed in the customer's cart; manure from farm animals such as chickens, horses, pigs and cows is barred from the curb or a City container entirely and the City will not pick it up.

The section also addresses two items residents commonly try to set out: discarded appliances and vehicles. Under § 10-3-1(D), the City will only take an appliance two workers can lift into the truck, and every door, latch or closing device must be removed first so a child or animal cannot be trapped inside. Under § 10-3-1(E), the City will not collect boats, motorcycles, other motorized vehicles or large vehicle parts at all, no matter how they are prepared. Finally, § 10-3-1(F) gives the City final, non-appealable authority to refuse pickup of any item that does not meet the chapter's preparation standards, leaving the resident to arrange separate disposal.
