Goodyear, AZ Trash & Recycling: Dumpster Rules (2026)

Under Goodyear City Code § 10-5-2, a commercial refuse transporter may only service standard commercial refuse containers, roll-off bodies and compactors it or the customer supplies, and the transporter and its customer share joint responsibility for keeping enough containers on site to handle the establishment's disposal needs. Every roll-off body, dumpster and compactor must be kept in sanitary condition and good repair 'as may be determined by the Director,' painted, and marked with the hauling company's registered name and phone number. Placement is restricted: containers 'shall be located so as not to interfere with vehicular or pedestrian traffic and shall be in conformance with all City Code requirements,' which reaches everything from blocking a fire lane to sitting in a required parking stall or public right-of-way.

The companion section, § 10-5-1, layers on requirements for the hauling vehicles themselves: commercial transporters must hold a current City business registration, run vehicles meeting Arizona Department of Transportation standards, keep open-top roll-offs securely covered in transit so refuse cannot spill or blow onto the roadway, and hold stationary noise to no more than 75 decibels measured 25 feet away. Enforcement runs through Article 10-6. Law Enforcement, Code Enforcement, the Sanitation Inspector, Sanitation Supervisor and Sanitation Superintendent all have authority to act (§ 10-6-1(A)), and the City can seek an administrative warrant from Goodyear Municipal Court to enter a property and inspect for compliance, or to remove City containers when no active sanitation account exists (§ 10-6-1(F)). Each day a violation continues is charged as a separate offense (§ 10-6-1(E)).
