Gilbert, AZ Trash & Recycling: Dumpster Rules (2026)

Under Code of Gilbert Sec. 66-324, all commercial refuse containers or compactors must go in an inconspicuous place, and the director of public works can order a business to relocate one to bring it into line with town zoning and other code requirements. Section 66-271 layers on an enclosure rule: any new or improved fence built along a property line abutting an alley, or abutting multifamily, commercial or industrial zoning, that will hold a refuse container enclosure needs the director's approval for its need, location, erection, construction or improvement, and the director furnishes the enclosure standards businesses must follow.

Only town-approved containers may sit inside an approved enclosure -- private property not meant for collection cannot be stored there -- and if the enclosure also holds grease containers, recycling containers or grass containers, Sec. 66-271(b) requires the enclosure to be sized up to fit them. The solid waste section of public works inspects commercial containers under Sec. 66-323, and a container that fails to meet standards gets tagged with a violation notice delivered in person or by certified mail; any violation not answered within five working days can trigger termination of service, a fine, or both.

Commercial haulers operate under a town license issued through the Division 3 licensing scheme (Sec. ), and placement and enclosure violations are enforced as civil offenses under Sec. 66-275, with citations filed in Gilbert Municipal Court.
