Gilbert, AZ Trash & Recycling: Recycling Rules (2026)

Code of Gilbert § 66-337 sets the physical and operating rules for permitted private recycling containers, which sit apart from the curbside recycling program covered elsewhere in Chapter 66. Every container must have a firmly closing lid, hold no more than six cubic yards, and be built of painted metal, rubber, wood, or plastic kept in safe, good condition. Each container must be clearly marked with the specific materials it accepts, plus the name and a reachable phone number for the container's operator or owner.

Containers placed on an undeveloped site that don't meet those specification and marking rules must additionally comply with county dust-proofing standards. Under § 66-337(e), it is unlawful to place any material in the container other than what's listed on its exterior, and unlawful to place contaminated recyclables in it at all. Section 66-337(f) makes the container owner responsible for keeping the surrounding area clean, requiring adequate pickup frequency and cleanup so materials don't accumulate outside the box. A permit is required before any such container may be placed under § 66-336, running one year and requiring a signed statement from the property owner granting placement, plus a council-set application fee.

The development services director can deny, modify, or revoke a permit for violations under § 66-338, and a non-compliant container can be impounded at the operator's expense under § 66-339 if not brought into compliance within ten days of a posted notice.
