Section 22-10 gives the City broad inspection authority over commercial, industrial and institutional solid waste setups and sets the baseline standard for any large or public-facing container. Any non-city container over two cubic yards, or one the public can access, must carry the responsible party's name and a phone number large enough to read from 10 feet away, and it must also meet the City's zoning and permit rules. Lids have to stay closed at all times on every solid waste and recycling container to hold down odors and keep out vectors, and a container missing its lid, or with gaps large enough for vectors to get in, is itself a violation regardless of how it looks otherwise.

A dumpster or roll-off tagged with graffiti has to be swapped out, repainted or covered by the hauling vendor within four business days of the City's notice. Commercial waste generators are required to coordinate an adequate pickup schedule with their hauler so containers do not sit overflowing between collections. If a container creates an imminent health or safety hazard, the City can remove it immediately at the responsible party's expense; the customer can still appeal that removal afterward, using the same hearing process the code sets out for commercial solid waste license violations in Chapter 11.
