4 states the City will not provide solid waste collection for business establishments at all, and Section 44-8 tells businesses what to do instead. A business establishment - which the Section 44-1 definitions extend to multifamily properties with four or more units, hotels, motels, nursing homes and similar operations - must either haul its own solid waste or contract with a hauler holding a City commercial hauler permit under Section 44-9. Section 44-8 sets the container itself: absent a Director-approved alternative, the minimum size is three-fourths of a cubic yard per unit, collected at least twice a week.

Every container must carry a lid with an operative brace so it cannot fall behind the bin, decals stating the lid must stay closed except while dumping waste, any ANSI or OSHA decals a regulator requires, and the commercial hauler's name and telephone number legibly painted on the container. Whoever owns the container - the business or its permitted hauler - must keep it sanitary and in good repair, and must remove any graffiti within seventy-two hours of a City representative's notification. 1 requires the hauler doing the collecting to hold a City commercial hauler permit unless an exception applies, such as a tenant hauling its own waste or a charitable salvage pickup approved by the Director.
