Section 18-67 requires that each bin serving a business establishment be placed on the business's own property at a location approved by the Administrator; the Administrator can waive that requirement only if necessary to provide commercial solid waste service, but placement can never interfere with vehicular or pedestrian traffic. Section 18-68 governs the enclosures built around those bins: they must conform to City specifications, are subject to Administrator approval, and cannot be constructed, stationed, or maintained on any public right-of-way. If an enclosure isn't kept in a condition that prevents refuse from accumulating outside its containment, the city can suspend collection service, issue a citation, and pursue Section 18-9(c) remedies.
