Goodyear, AZ Trash & Recycling: Collection Schedule (2026)

Section 10-2-1 of the Goodyear City Code, in Article 10-2 (Service and Billing), makes sanitation service mandatory rather than optional. Anyone who purchases, owns, leases, uses or occupies property within the City, whichever happens first, must sign up and keep a sanitation account active, and base fees apply even if the residence sits unoccupied under § 10-2-1(C). Property owners must also give the City the names of all tenants within 30 days of move-in. Refusing service does not work as a workaround: § 10-2-1(D) bars any resident from declining sanitation service the City makes available, and going without it does not excuse the resident from paying the charges or any fine for noncompliance.

A resident who is supposed to be on service but never activates an account faces, under § 10-2-1(E), the full monthly fees that would have been billed plus an activation fee, on top of any other chapter penalties. The mandate also reaches landlords: § 10-2-1(F) makes it unlawful for a property owner to let anyone lease, rent or inhabit a property unless that occupant maintains every utility service the City provides, and § 10-2-1(G) makes it unlawful for the occupant, too, so both sides of a lease share the exposure.

Enforcement carries real numbers. Under § 10-6-1(D), a court finding a first civil violation of § 10-2-1 must impose a sanction of $500 to $750, a second violation $750 to $1,000, and a third or later violation at least $1,000, though a judge can dismiss or reduce a fine once the property owner or tenant signs up for service and pays or arranges a payment plan for the balance owed.
