Goodyear, AZ Trash & Recycling: Recycling Requirements (2026)

Goodyear runs its recycling program under City Code § 10-2-3, part of Article 10-2 (Service and Billing) in Chapter 10 Health and Sanitation. Every single-family sanitation customer must accept the City-issued recycle container alongside the refuse container; the only carve-out is properties in the area formerly known as Mobile, which can apply in writing to the City Manager for an exemption. A customer who refuses the recycling container, or who has had one pulled for repeated contamination, can be billed an additional fee under § 10-2-3(B).

Customers pick their container size when the account is activated and get one free size change per fiscal year; a second change in the same fiscal year triggers an administrative fee under § 10-2-3(C). An extra recycling container can be requested once the household is already on the largest size, and unlike a second refuse cart, the added recycling container carries no extra monthly service charge, only a security deposit under § 10-2-3(E). Multi-family dwellings are treated differently: participation in the recycling program is optional for apartments, duplexes and condominiums on City sanitation service, and any multi-family property not on City service must instead contract with a licensed refuse transporter under § 10-2-3(H).

Commercial entities are not automatically enrolled; a business must sign up under § 10-2-3(I), after which the City assesses a refundable container deposit and monthly fee. All containers, including recycle carts, must be kept in a sanitary condition and are subject to periodic City inspection under § 10-2-3(K); a container damaged through the customer's negligence is replaced at the customer's expense and the cost is added to the utility bill.
