Avondale, AZ Trash & Recycling: Dumpster Rules (2026)

Avondale's Chapter 11 solid waste code treats every business establishment as required to contract with an authorized commercial hauler (Sec. 11-16). Placement of the dumpster or roll-off itself is regulated: containers set out in a way that creates a safety hazard will not be serviced, and the container must not interfere with pedestrian or vehicular traffic and must be reachable by automated collection vehicles without endangering people or property (Sec. 11-16(a)(1)). Lids must stay entirely closed, garbage and litter hazards must be bagged and tied, and contents must be arranged to fall out cleanly when the truck inverts the container (Sec.

11-16(a)(2)-(4)). The hauler and the business establishment carry joint responsibility to keep enough standard containers on site for the establishment's needs (Sec. 11-16(b)). Authorized collectors face their own vehicle standards under Sec. 11-17: vehicles must stay clean and leak-free, carry a unique vehicle number and the collector's name and phone number in letters at least six inches tall, and any open-top roll-off container must carry a cover that prevents spilling or blowing debris onto the roadway (Sec. 11-17(a)(4)). Vehicles are subject to Maricopa County Vector Control inspection.

Once a customer places a container out, the city's inspectors may examine its contents without a privacy claim attaching (Sec. 11-18(a)), and any solid waste inspector may report violations to the director or issue a civil citation.
