Avondale, AZ Noise Ordinances: Construction Hours (2026)

Unlike cities that publish explicit construction windows (such as 7 a.m. to 7 p.m. on weekdays), Avondale's City Code does not contain a dedicated construction-hours provision within its noise section. Section 15-11 prohibits any 'unreasonably loud, disturbing and unnecessary noise within the limits of the city.' Its enumerated examples include the discharge of engine exhaust without an effective muffler and loud noise from loading or unloading vehicles and the opening or destruction of crates and containers, both of which can arise on a job site. The ordinance also lists, as an exemption, 'excavations or repairs of bridges, streets or highways by or on behalf of the city or the state, at night, when the public welfare and convenience renders it impossible to perform such work during the day,' which implies that ordinary nighttime construction is otherwise expected to avoid creating a disturbance. Builders and contractors should therefore treat construction noise as subject to the general reasonableness test and verify any project-specific conditions in their building permit, since permit conditions and zoning rules may impose additional limits not found in the noise section itself.
