Section 15-4 of the Avondale City Code makes it unlawful for anyone operating a leaf blower to blow landscape debris or dust into a public roadway. The section does not regulate operating hours, decibel output, or gas versus electric equipment; it is purely a placement rule aimed at keeping clippings, dirt, and dust out of the street. Landscapers who direct debris onto a driveway, sidewalk edge, or back into a yard are not reached by this section; the violation is specifically blowing material into the roadway itself.

The section carves out one exception: a site that holds a permit issued by a control officer under Ariz. Rev. § 49-471 for control of fugitive dust from dust-generating operations is not subject to this restriction. That exemption is aimed at active construction or grading sites already regulated under the state's fugitive-dust permitting program through Maricopa County Air Quality, not at routine residential lawn care. The ordinance dates to March 2008 (Ord. No. 1293-308) and sits inside Chapter 15's general nuisance and offense provisions, alongside the city's broader noise ordinance in section 15-11.

Because it is a stand-alone placement rule rather than part of the noise chapter's decibel or time-of-day framework, a leaf blower that is loud but keeps debris out of the roadway is not a violation of section 15-4, though it could still be reached separately under the general nuisance noise standard if it disturbs a neighborhood.
