Avondale, AZ Noise Ordinances: Barking Dogs (2026)

Avondale addresses barking dogs and other animal noise within its general noise ordinance. Section 15-11(c)(4) lists, as a prohibited noise, 'the keeping of any animal, bird or fowl which, by causing frequent or long continued noise, shall disturb the comfort or repose of any person in the vicinity.' What makes this provision distinctive is the evidentiary requirement attached in subsection (e): an action for an animal-noise violation 'shall not be commenced unless at least two (2) unrelated complainants from separate residences and with independent knowledge of the acts have signed a complaint,' and no person can be found guilty unless those complainants 'have made themselves available to testify in any court proceedings related to the complaint.' In practice this means a single neighbor cannot, on their own, secure a conviction; the city requires corroboration from a second, unrelated household and live testimony.
