(b) Notwithstanding subsection (a), the chief of police or their designee, upon application in writing and good cause being shown therefor, may authorize the establishment of "oversized vehicle parking areas" on public streets in the vicinity hotels or motels within the city in which areas the restrictions of subsection (a) of this section shall not apply.
