The Avondale Zoning Ordinance sets paving and dimensional standards for driveways. Section 28-163(a) requires that parking areas, driveways, drive aisles and all other areas designed for vehicular use have a paved surface of masonry, concrete, decorative stamped or colored concrete, or asphalt, except in the AG, RR-43, RR-18 and R1-35 districts where an approved alternative dust-free surface is permitted. Permeable paving is allowed district-wide. Section 28-163(c) requires that in residential districts, all required off-street parking spaces be connected with a public street by a paved driveway not less than twenty (20) feet in length, measured from the property line. Section 28-163(e) sets a minimum driveway width of twenty (20) feet within the agricultural, rural-residential, suburban-residential and urban-residential districts, although the zoning administrator may approve reductions to a ten-foot minimum for residential infill development. These standards mean a homeowner cannot park on dirt or gravel in standard residential zones and must maintain a properly paved, conforming driveway.
