Avondale has no breed-specific ban. Arizona law (A.R.S. 11-1014.04) prohibits cities and counties from enacting breed-specific dog ordinances. Dangerous or aggressive dogs are instead regulated by behavior under state law - A.R.S. 11-1014.01 (aggressive dogs) and the dog-bite liability statute A.R.S. 11-1025 - regardless of breed.
Avondale does not maintain a breed-specific ban (such as a pit bull or Rottweiler prohibition). Arizona preempts local breed laws: under A.R.S. 11-1014.04, a city, town, or county 'may not enact or enforce an ordinance, rule, regulation, or policy that is specific to any breed of dog.' Local governments may still regulate dogs, but the rules must apply uniformly to all breeds. Instead of breed bans, Arizona controls dangerous dogs by conduct. A.R.S. 11-1014.01 requires the owner of an 'aggressive dog' to take reasonable care to prohibit the dog from escaping to attack a person or domestic animal; violations can range from class 3 to class 1 misdemeanors depending on injury. A.R.S. 11-1025 imposes strict liability: 'the owner of a dog that bites a person when the person is in or on a public place or lawfully in or on a private place... is liable for damages... regardless of the former viciousness of the dog or the owner's knowledge of its viciousness.' Avondale's Animal Control Division enforces these behavior-based provisions and coordinates dangerous-dog matters with Maricopa County. Any individual dog can be declared dangerous or vicious based on its behavior - not its breed.
There is no breed-based penalty in Avondale. A dog of any breed that bites or attacks exposes its owner to strict civil liability under A.R.S. 11-1025 and possible criminal charges under A.R.S. 11-1014.01 for failing to control an aggressive dog, plus impoundment and dangerous-dog procedures handled with Maricopa County.
