On public highways, Arizona Revised Statutes Section 28-955 applies statewide: it requires every motor vehicle to be equipped 'at all times with a muffler that is in good working order and that is in constant operation to prevent excessive or unusual noise,' and it prohibits using a 'muffler cutout, bypass or similar device' on a highway. A violation of the state muffler law carries a civil penalty of at least one hundred dollars, and the requirement does not apply to electrically powered vehicles.
