Peoria, AZ Noise Ordinances: Vehicle Noise (2026)

City Code Sec. in a manner that creates excessive or offensive noise, or that exceeds 55 dBA measured at the residential property line of the property where the repair work is happening. That 55 dBA ceiling is the same threshold Peoria applies to sound-amplifying equipment under the adjacent Sec. 13-94, so the code treats a loud garage rebuild the same way it treats a blasting stereo. Separately, Sec. 13-95(b) applies around the clock and citywide: it is unlawful to operate any motor vehicle unless its exhaust system is free from defects that could affect sound-level magnification and is equipped with a functioning muffler.

This exhaust/muffler duty is not tied to time of day or zoning district; it applies to every vehicle operated on Peoria streets. Enforcement sits with the City's code compliance and police functions under Chapter 13's general noise scheme, which was enacted by Ordinance No. 06-32 on September 5, 2006. Vehicles passing through on public streets and roadways are otherwise carved out of the broader noise chapter by Sec. 13-97(3), but that exemption explicitly states the prohibitions of Sec. 13-95 continue to apply regardless, so the muffler and defect-free exhaust requirement cannot be avoided by staying on the roadway.
