Goodyear, AZ Noise Ordinances: Vehicle Noise (2026)

City Code § 11-1-8, Goodyear's general noise ordinance in Chapter 11 (Offenses), reaches vehicle noise in two separate ways. Subsection (B) targets sound trucks and vehicle-mounted equipment: it is unlawful to play, operate or use a sound truck, loudspeaker, sound amplifier, or a radio or phonograph wired to a loudspeaker or amplifier, or any instrument emitting loud and raucous noise, when it is attached to a vehicle, unless the person in charge of that vehicle first applies to and receives permission from the Chief of Police to operate the equipped vehicle.

Subsection (C) covers the far more common case, an ordinary car stereo: it is unlawful to play or let someone else play a radio, stereo, phonograph, tape player, CD player, television or similar sound-producing device at an unreasonably loud volume that disturbs the peace or quiet of a neighborhood, family or person, and the section is explicit that this applies whether the device is stationary or portable and whether it sits in a building, in a vehicle, or anywhere else. Neither subsection sets a decibel threshold; both turn on whether the noise is unreasonably loud and disturbs others, leaving the call to the responding officer's judgment on the scene. The ordinance was last amended by Ord. stop, enforced under the same section.
