City Code Section 11-13 requires carts to be placed in the street in front of the assigned house, wheels against the curb and lid opening toward the street. Containers must sit at least 10 feet from any vehicle, mailbox or obstruction and (per City guidance) about 4 feet apart, and may never be left on the sidewalk.
Avondale specifies exactly where collection carts go, because the trucks are automated. Under City Code Section 11-13(a)(1), containers set out for collection must be placed in the street in front of the house to which they are assigned, with the wheels adjacent to the curb and the lid opening facing the street. Where there is no sidewalk, the container goes at the edge of the street within two feet of the pavement. Containers are not collected from private property, and they will not be collected when placed within ten (10) feet of a vehicle, mailbox, or other obstruction to safe collection. At no time may a container be left on the sidewalk. Recycling carts follow the same placement rules (Section 11-14). The City's Public Works guidance adds that containers should be about four (4) feet apart from one another so the automated arm can grab each cart; obstructions also include low tree limbs, so trees over the route must be kept clear (limbs no lower than 13 feet over a street and 8 feet over a sidewalk under Section 14-170).
Carts placed improperly (on the sidewalk, on private property, or within 10 feet of an obstruction) will simply not be serviced. Repeated improper preparation can incur a fee, and Solid Waste Code violations carry a $250 civil penalty under Section 11-22.
