" That exemption is not unconditional: the opening sentence of subsection (a) states such signs remain "subject to any and all applicable provisions of this ordinance," and subsection (c) spells those out for every permit-exempt temporary sign, garage sale signs included. Under (c), the sign can sit no farther than 2,640 feet, exactly half a mile, from the property holding the sale; it can be displayed for no more than twenty-four hours within any forty-eight-hour window, unless a specific statute says otherwise; and it can be no larger than four square feet and no taller than three feet.

General placement rules in section 28-195 layer on top of that: no sign may go in the public right-of-way, on an easement, or be attached to a street light, street sign, traffic signal, utility pole, utility box, fire hydrant or bus shelter, and no sign may obstruct a sidewalk, driveway or sight visibility triangle. A garage sale sign staked in a median or zip-tied to a stop sign post violates both the general right-of-way ban and the size and duration limits that apply even without a permit.
