The section 14-50 definition of 'weed' is extensive: it includes sagebrush, chaparral, bull thistle, cocklebur, foxtail, horseweed, lambs quarters, london rocket, mallow, milkweed, pigweed, prickly lettuce, ragweed, russian thistle, tumbleweed and others, plus any plant classified as a noxious weed under state statutes, and any brush or vegetation of uncultivated growth that may harbor insects or become a fire hazard when dry, including dry grass, stubble or brush. Section 14-170(h) then prohibits allowing grass or weeds that are uncultivated, unmaintained or overgrown, on the property or in the strip to the street, when they create a blighted condition, may harbor infestations, or are likely to become a hazard to public health or safety. For installed landscaping, zoning section 28-298 requires all landscape areas and material to be maintained in a healthy, neat, clean and weed-free condition, and section 28-293 requires a pre-emergent herbicide after placing non-vegetative mulch to prevent weeds.
Weed violations are enforced under Chapter 14 with a notice of violation, civil citation, civil penalties, or city abatement of the weeds at the owner's expense (sections 14-80 through 14-140).
