Johns Creek exempts cats from its running-at-large and leash requirements (Sec. 10-6), so cats may roam. Cats over four months old must still have a current rabies vaccination (Sec. 10-71), and the 10 dog-and-cat limit per premises applies (Sec. 10-4).
The City of Johns Creek treats cats more leniently than dogs in its own Chapter 10. The running-at-large prohibition in Sec. 10-6 applies to dogs, domestic animals, livestock, owned wildlife, and exotic animals 'with the exception of cats,' and the restraint and confinement subsections likewise carve out cats. As a result, cats are not required to be leashed or confined to the owner's property under the running-at-large rules. Cats are still subject to other Chapter 10 requirements. Under Sec. 10-71, the owner, custodian, or harborer of every cat over four months of age kept in the city must maintain a current rabies vaccination, and a cat brought into the city must be vaccinated within 14 days of entry unless it already has a current vaccination. Sec. 10-3 allows the city to issue a vaccination/license tag upon proof of rabies vaccination and payment of a license fee. The pet-limit table in Sec. 10-4 counts cats together with dogs toward a maximum of 10 per premises outside agricultural zones, with 100 square feet of area per animal and a 100-foot setback once three or more are kept. Cruelty and abandonment protections in Sec. 10-5 apply to cats as to all animals. Owners should still keep cats vaccinated and prevent nuisance conditions.
Failing to keep a cat over four months old currently vaccinated against rabies (Sec. 10-71) or exceeding the combined 10 dog/cat limit (Sec. 10-4) is a Chapter 10 violation punishable under Sec. 1-7 by up to a $1,000 fine and/or six months.
