Outside agricultural zones, Johns Creek limits a single premises to 10 dogs and cats combined (Sec. 10-4). Keeping four or more dogs over four months old for 14+ days makes the property a 'kennel' requiring a special permit under Sec. 10-93.
The City of Johns Creek caps household animals through Sec. 10-4. Except in areas zoned for agriculture, the maximum number of dogs and cats that may be kept on any single premises is 10 combined (the code's table lists 'Dogs, cats' at a maximum number of 10). Each dog or cat must be provided an average minimum of 100 square feet of floor or ground area in its enclosure (outside agricultural zoning), and where three or more cats or dogs are kept, a 100-foot setback from occupied buildings other than the owner's dwelling applies. Beyond the 10-animal cap, Sec. 10-93 adds a kennel rule: any premises where four or more dogs over four months of age are kept, maintained, or harbored for 14 days or longer is deemed a kennel, and the owner must apply to the city manager or designee for a special permit (plus any other required permits). The special permit costs an annual fee, is valid for one year unless revoked, and renewal must be sought at least 14 days before expiration; individual license tags are issued for each dog without a separate tag fee, and commercial kennels subject to a business-license fee are exempt from the special-permit fee. Licensed veterinary hospitals, commercial kennels, grooming parlors, and horse facilities are exempt from the Sec. 10-4 tables. Confirm zoning, since limits ease in agricultural areas.
Exceeding the 10 dog/cat limit, or operating a four-or-more-dog kennel without the Sec. 10-93 special permit, is a Chapter 10 violation punishable under Sec. 1-7 by up to a $1,000 fine and/or six months.
