Sandy Springs, GA Animal Ordinances: Pet Limits (2026)

Section 10-16(b)(4) sets a table of maximum numbers of domestic animals or livestock that may be kept on any single premises, applying "except in the areas zoned for agriculture": five for horses, mules, asses, or cows; ten for sheep or goats; ten for hogs; ten for dogs and cats combined; 75 for rabbits, guinea pigs, or hamsters; and 75 for chickens, turkeys, geese, ducks, pigeons, or similar fowl. The cap sits inside the same nuisance-control subsection that also imposes sanitation, setback, and floor-area rules on domestic animal and livestock keeping, and it carries the same exemptions: licensed veterinary hospitals, commercial kennels, grooming parlors, and public or commercial horse facilities are not bound by the numeric ceiling.

A property that houses four or more dogs over four months old for 14 days or longer is separately treated as a "kennel" under section 10-6(a) and needs a special permit from the city manager or designee in addition to any zoning approval, meaning a household approaching the ten-dog/cat cap may trigger the kennel permitting process well before it reaches the numeric limit.
