Electric-vehicle charging is addressed in the Zoning Ordinance under the Medlock Bridge form-based standards, Sec. 12A.3.4.4 (Electric Vehicle Parking). It requires that all developments requiring 50 or more vehicle parking spaces shall provide electric-vehicle charging stations, at a ratio of one charging station for every 50 required parking spaces; a charging station may be counted toward satisfying the parking requirement. EV parking facilities must comply with several provisions: charging stations must be posted with signage indicating the space is reserved for charging electric vehicles ('charging' meaning an EV is parked and connected to the charging equipment); the charging equipment must be designed and located so as not to impede pedestrian, bicycle, or wheelchair movement or create sidewalk safety hazards; information must be posted identifying voltage and amperage levels and any use, fees, or safety information; and stations must be maintained in all respects, with a phone number or contact for reporting malfunctions. Notably, EV charging stations shall not be provided for on-street parking spaces. The ordinance establishes installation requirements for qualifying new development; it does not impose a charging obligation on existing single-family homes.
A qualifying development that fails to install the required ratio of charging stations, omits the mandatory signage and information posting, blocks pedestrian/wheelchair paths, or fails to maintain the equipment is out of compliance with Sec. 12A.3.4.4 and may be cited during permitting or by Code Compliance. Providing an EV station for an on-street space is not permitted under the section.
