Baltimore requires dogs in public spaces to be on a leash no longer than six feet, controlled by a person able to restrain the animal. Violations are handled by BPD and Baltimore Animal Services.
Under Baltimore City Code Article 11 Subtitle 6, dogs running at large are prohibited within city limits. Owners must keep pets leashed when off their property except in posted off-leash areas like Robert E. Lee Park. The leash must be physically held by a competent person. Animal Services impounds loose dogs at BARCS, where unclaimed animals face euthanasia after a five-day hold. Habitual offenders can lose ownership rights under Maryland Criminal Law section 10-619.
First offense $50 fine; subsequent offenses up to $500. Loose dogs are impounded; reclaim fees plus daily boarding apply. Animal cruelty referrals possible.
