Countywide rule: dogs must be on a leash not exceeding 6 feet when off the owner's property. Dogs may be unleashed only inside designated off-leash dog parks. Not every city park allows off-leash dogs — the popular oceanfront Kathryn Abbey Hanna Park is NOT a designated off-leash area. The City of Jacksonville's posted Hanna Park rules state that pets "are allowed in all outdoor areas of park, however they must be properly restrained and picked up after" (and no pets are permitted in Dolphin Plaza, shelters, or cabins), while campground pets must "remain under control, leashed at all times." Owners must carry a means to clean up waste. State law FL §767 Dangerous Dog Act applies countywide for aggressive or dangerous-dog classifications.
First offense: warning or $50 civil citation. Repeat violations: up to $500. At-large dog impoundment fees plus daily boarding. Dog bite incidents trigger state Dangerous Dog investigation.
