Yavapai County Animal Control Ordinance 2024-1 (effective June 5, 2024) prohibits dogs at large in unincorporated areas. Dogs must be confined within a suitable enclosure or restrained on a leash not exceeding six feet. Enforced by Yavapai County Sheriff's Office Animal Control.
Under Yavapai County Ordinance 2024-1, a dog is 'at large' when not confined by a suitable enclosure or not physically restrained by a leash of sufficient strength to prevent escape and no longer than six feet. Limited exceptions apply for dogs engaged in obedience training, hunting, herding livestock, service-animal duties, or assisting law enforcement. The ordinance replaced earlier Ordinance 2000-3. Enforcement is handled by the Yavapai County Sheriff's Office Animal Control Section, not by municipal police. State law ARS Title 11, Chapter 7, Article 6 also requires every dog over three months old to be licensed and vaccinated against rabies, and county ordinance incorporates that requirement.
First at-large offense is a civil infraction with a fine schedule set by the Board of Supervisors; repeat or aggressive at-large violations can be charged as a Class 2 misdemeanor under ARS 11-1014.
