Tennessee's at-large statute requires owners to keep dogs off the loose and under reasonable control. Gallatin and Hendersonville require dogs leashed off the owner's property, with strays impounded, and a third at-large offense in Hendersonville can mean impoundment.
Tennessee's running-at-large statute, section 44-8-408, makes it an offense to let a dog roam uncontrolled onto other property or public areas, and section 44-8-413, the Dianna Acklen Act, adds a statewide duty to keep a dog under reasonable control. On top of that, Gallatin requires dogs leashed whenever off the owner's premises, and Hendersonville treats a dog off its premises and not on a leash as running at large, with a third offense allowing the City Judge to order the animal impounded. Sumner County Animal Control in Gallatin handles impounds and complaints countywide, and dogs must be current on rabies vaccination.
A loose dog can be seized and impounded, with citations and reclaim fees. Under the at-large statute, penalties rise with harm, from a misdemeanor up to a felony if a dog causes serious injury or death.
