There is no Tarrant County leash ordinance covering unincorporated areas because counties lack general police power to adopt one under state law. However, owners of dogs formally classified as dangerous under Texas Health & Safety Code Chapter 822 must keep those animals in a secure enclosure and leashed and muzzled when off the owners property. Under H&S Code 822.044 an owner who fails to comply commits a Class C misdemeanor, escalating if the dog causes injury. Anti-tethering provisions in H&S Code 821.076 and 821.077 apply statewide, setting standards for when and how a dog may be left outside on a restraint. Most Tarrant County cities, including Fort Worth, Arlington, Grapevine, and Southlake, have traditional leash ordinances requiring dogs to be restrained in public at all times.
