Off-leash freedom is limited to designated dog parks. Dogs must be current on rabies vaccination, and owners are expected to clean up waste in public. A loose dog can be impounded, with citations and reclaim fees. Under the at-large statute, penalties rise with harm, from a misdemeanor up to a felony if a dog causes serious injury or death.
