Vermont prohibits possession of unpermitted wild animals statewide under Fish & Wildlife regulations. Exotic species require permits from the Department of Fish & Wildlife, and many large carnivores, primates, and venomous reptiles cannot be kept as pets regardless of municipal rules.
Under 10 V.S.A. § 4709, no person may import, possess, or sell unprotected wild animals or species not native to Vermont without a permit from the Commissioner of Fish & Wildlife. The Department maintains lists of restricted, prohibited, and unrestricted species. Big cats, bears, primates, wolves, and venomous reptiles are generally prohibited as pets. Domesticated species like dogs, cats, ferrets, and standard small mammals are exempt. Permit applicants must demonstrate adequate facilities, expertise, and public safety measures. State preemption applies to exotic species classification.
Unpermitted possession is a criminal offense. Fines up to $1,000 plus animal forfeiture. Repeat or commercial violations subject to higher penalties.
